Local residents can obtain state assistance to pay for the increased price of electricity.   Homer Electric Association says HEA members can pick up a State of Alaska Energy Assistance application at the HEA office in Kenai or in Homer.  The months of March and April are also the two months of the year when HEA enrolls members in its Budget Billing program, where HEA members pay the same amount for electricity each month for one year.  The amount is based on the average use of electricity over last twelve months of service.  An HEA member must have lived at the same location for the past twelve months.  More information on the budget-billing program is available at the HEA offices.
