Concern Over Borough’s Proposition 2

Posted: August 21, 2013 at 8:00 am

We reported last night that three ballot initiatives were approved for the Borough’s ballot this October.

During the discussion, there was some resistance to proposition 2, which commits the Borough to 20-year schools bonds, which will be used for roof repairs and a replacement field at Homer High School.

Nikiski resident Wenda Kennedy summed up her concern with the school bond…

Kennedy: “It says in there that the reimbursement is 70 percent by the State, but that’s not an assured thing. That’s only for year one, and we’re talking about a school bond issue that’s going to go on for 20 years. So that means every year, the State has to re-appropriate the money for this, 70 percent, and my crystal ball doesn’t go out 20 years.”

Kennedy wasn’t alone; Assembly Members agreed that members of the public should be informed that the State may not always add funding.

However, Borough Mayor Mike Navarre said in the history of the State only one bond was denied funding, and insisted this is a safe and necessary move…

KPB Mayor Navarre: “Some of the schools we have are 50 years old, and maintenance in order to protect the asset value and the investment is absolutely necessary, so one way or another, we’re going to have to do maintenance on these, or what potentially could happen is what has happened in other communities and that is the facilities just deteriorate until they fall in.”

The proposition will now include additional language to explain the State’s role in funding.
